The 36 usability criteria included a selection of the e-Gov Watch usability criteria, intended to represent best practice in usability that applies to government websites. The assessors looked at the following on each website to check for usability:

- Contact information
- Site map
- Feedback
- Whether the site shows when it was last updated
- Response times
- Labelling links
- Indexes
- Searching
- Navigation
- Look and feel
- Consistent behaviour
- Content
- Language
- Style and tone
- 'Chunking' of long documents
- Broken links
- Up to date information
- Help
- Forms
- Error messages
